This is a Slingerland ? well it could be anyway, Others made the same part, Hi Hat Spur.  This was used on the back leg to keep the hi hat from moving.  This is a nickel version and is original besides the screw that goes through to tighten it. 

Condition: Very Good, but the screw is a chrome version.  Some rust.
